По итогам проверки, с учётом предпринятых администрацией соцсети усилий, принято решение не блокировать сервис Twitter, снять ограничения доступа в фиксированных сетях (соответственно, связанных с ними сетях Wi-Fi), сохранив замедление трафика Twitter на мобильных устройствах.
Based on the results of this inspection and taking into account the efforts made by the administration of the social network, it was decided not to block the Twitter service and to remove access restrictions on fixed networks and associated Wi-Fi networks while maintaining the slowdown of Twitter traffic on mobile devices.
I don’t fully understand this. Does it indicate a slight relaxing of restrictions, removing throttling on fixed and wi-fi networks, but continuing to throttle mobile networks; or is it mostly a continuation of the current situation, because not all fixed and wi-fi networks were throttled anyway? The news article Russia Says Won’t Block Twitter, Will Keep Throttling Speeds calls it a “partial rollback,” so I guess it is the former case. The fixed/mobile split just seems like a weird policy to enforce, seems more like a cover for technical/logistical limitations on RKN’s side.
Has the Censored Planet project continued to do measurements since 2021-05-17? Is a cessation of throttling on fixed lines visible in the data?
