Here’s a short list of popular internet services which are officially blocked in Russia, partially or entirely.
The list is intended to demonstrate the stupidness of Russian internet censorship for foreigners.

This is wiki post. Every registered NTC user can edit and update it.

Messengers

  • Blackberry Messenger. Blocked by IP range since 28.04.2017 (1, 2, 3, 4). This block also affects other Blackberry services on Blackberry phones.
  • LINE. Blocked by IP range since 28.04.2017 (1, 2, 3).
  • Zello, since 12.04.2017 (1, 2, 3, 4, 5, 6, 7, 8, 9).
Previously blocked
  • imo.im, 19.04.2017-22.06.2017 (1).
  • Telegram. Blocked by IP range since 13.04.2018 (1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15). Enormous amount of Telegram proxies is also blocked by individual IP addresses with Ид2971-18 court sentence: 51 283 registry items, 1 145 695 IP addresses (as for 2019-10-01T21:00:00Z), unblocked on 18.06.2020

Web sites

  • dailymotion.com, since 28.01.2017 (1, 2).
  • linkedin.com, since 17.11.2016 (1, 2, 3, 4).
  • Several youtube.com videos and channels, only using individual URLs over HTTP protocol (1).
    Even though the URLs are HTTP (and youtube works only over HTTPS), many Russian ISPs make exception for youtube and do not block it at all.
  • nicovideo.jp, since 23.10.2019 (1, 2, 3, 4, 5 and others)
  • deviantart.com, several HTTP URLs of main domain and several domains/HTTPS urls, since ≈05.08.2014 (1).
  • tumblr.com, many subdomains blocked by HTTPS URL or domain name, incl. technical domains like media.tumblr.com and static.tumblr.com, since 15.04.2014 (1).
  • archive.is, archive.li, archive.fo, since 08.02.2016 (1, 2, 3).
  • lurkmore.to, since ≈25.12.2014. (wikipedia Lurkmore#Fleeting_block_in_Russia)
  • lib.rus.ec, library, since 12.09.2016 (1).
  • flibusta.is, library, since 22.09.2016 (1, 2).
  • shikimori.org, anime library, since 15.05.2019 (1).
  • arhivach.ng, imageboards archive, since 15.07.2019 (1).
  • 2channel.moe, russian imageboard, since 27.06.2019 (1).
  • payoneer.com, payment system, since 28.01.2021 (1, 2)
  • readthedocs.org, documentation for programmers, since 10.02.2022 (1)

Torrent trackers

  • rutracker.org, since 25.01.2016 (1, 2, 3).
  • nnm-club. Was originally blocked by individual HTTP URLs since 24.09.2013, blocked by domain since 06.04.2016 (1, 2, 3. 4).

Lots of others, these are the biggest ones.

  • vice.com, circa 07.07.2016, only one exact HTTP url (1)

Political sites

Email services

Detailed information on email delivery between Russian and blocked email services.

  • cock.li, since 07.02.2020 (1, 2, 3, 4). The block does not affect email delivery, only website/webmail is blocked.
  • protonmail.com, since 28.01.2020 (1, 2, 3, 4, 5). This block does not affect email delivery per se (MX servers are not blocked), but Federal Security Service sent an order to many major Russian email services to block emails from/to Protonmail.
  • startmail.com, since 22.01.2020 (1). This block affects email delivery (MX servers are blocked).
  • tutanota.com, since 14.02.2020 (1, 2, 3, 4, 5, 6, 7, 7, 8, 9, 10). This block affects email delivery (MX servers are blocked).
  • mailo.com, since 06.12.2021 (1, 2,3, 4, 5)
  • gmx.net, since 24.08.2023 (1)

Infrastructure

Some web hosting, VPS and cloud services are also partially blocked by large IP ranges.

  • Google App Engine machines (bc.googleusercontent.com), 270 as of 2019-10-01T21:00:00Z (1).
  • Mozilla DNS-over-HTTPS Resolver mozilla.cloudflare-dns.com, since 03.12.2016 (1, 2).
    One IP address is shared with blocked ineedusersmore.net domain (and may get blocked by ISP with improper DPI or its configuration), and another IP is blocked by IP address entirely, on all ISP.
  • Public torrent announcers: tracker.coppersurfer.tk (1), open.demonii.com (shares IP address with vulcan-na-dengi.org blocked website) (1), tracker.opentrackr.org (1), tracker.cyberia.is (shares IP address with ru.leonbets1688.com blocked website) (1), explodie.org (1).
